LAKE Macquarie City Council has ordered a developer to remove a controversial billboard at Whitebridge. A council investigation found SNL Building Constructions did not have consent to erect the sign, which humours conflict over the $23-million housing development planned for the site. The cartoon billboard depicts developer Hilton Grugeon, who co-owns SNL, leading a horse race and throwing money into the air. Lagging behind is a community group against the development, depicted as a "vocal minority". The development was expected to go before the Joint Regional Planning Panel this month. However, the decision has been postponed while the panel works with the council to address issues raised in public submissions.
