He said with the light rail route confirmed, the government could look at future options for the heavy rail corridor.
"From Worth Place onwards there is not going to be a transport need for public transport in that corridor," he said.
He also pointed out that buildings on either side of the truncated heavy rail could be connected by overhead walkways up to three or four stories high.
