The 12-place home-based centre is planned for 38A Prospect Road, as an extension of the existing home.
It will operate from Monday to Friday, 9am to 5pm.
Two mornings a week the children will be off-site on excursions and will arrive later in the day.
Slight modifications will be made to the home, including converting internal spaces such as walk-in wardrobes and en suites to children's bathrooms.
Six parking spaces will also be constructed.
Under Lake Macquarie City Council guidelines, a residence that accommodates more than five children at a time requires approval to modify the dwelling.
The home owners lodged a development application in December, which the council approved last month.
Fourteen neighbouring properties were notified, three of which responded with concerns about noise, location, increased traffic and car parking.
The concerns mimicked those voiced by residents two months earlier, when the council approved an application for a 96-place childcare centre 10 doors down, at 58 Prospect Road.
