The council started upgrades to Park Road and The Esplanade on Monday.
Patrons can still access the 300 marked car parks adjacent to Speers Point Swim Centre, the park and the Lake Macquarie Sailing Club.
Overflow parking is available on Creek Reserve Road.
The upgrades include a roundabout at the western end of Park Road, dedicated turning lanes from The Esplanade onto Park Road, and drainage improvements.
The work is expected to improve traffic flow and heighten pedestrian safety around the pool, playground and the Lake Macquarie Football Facility, which is under construction.
Once built, the football complex will contain another 120 car parks.
In the meantime, a council spokesperson said there would be "minimal" inconvenience.
Work will be carried out from 6.30am until 6pm Monday to Friday.
A 40km/h zone is in place during the project.
