One of 12 nominees, Mr Irwin was recognised for his work with impoverished children.
He and his wife, Susan, lost their 24-year-old son Sam to an undiagnosed heart complication six years ago.
They established a foundation in Sam’s name to sponsor children living below the line.
The fund sponsors 10 children around the world.
Dora Creek's Bill Carr, Belmont's Simon Burt and Newcastle's Edward Cross were finalists for the coveted award.
Toby Kable, of Redhead, was also given special recognition for his efforts as a young achiever.
