For the second time in two weeks Newcastle councillors met behind closed doors to discuss a private enterprise taking the pools over.
Council staff have recommended the pools be operated by the private sector as they have become too expensive to run.
Although the council collected $1.3 million in revenue from the pools in the 2012-13 financial year, they cost $3.1 million to run.
In February councillors voted to put the pools out to tender and six submissions were received, including one from the council itself, with five making the shortlist.
Others to put in a bid were Community Aquatics, Lane 4 Pty Ltd, SGL Consulting Group and YMCA Sydney.
