The Joint Regional Planning Panel and Lake Macquarie City Council made the decision because of a public backlash.
The proposal was lodged in April and, by July, the council had received more than 250 submissions opposing the $23 million Dudley Road development.
It received further scrutiny when developer Hilton Grugeon gave evidence at ICAC.
The public now has until September 26 to comment.
