The NSW Electoral Commission confirmed the date earlier this month, just weeks after former lord mayor Jeff McCloy resigned from the post amid the ongoing ICAC inquiry into illegal political donations made prior to the 2011 state election.
Newcastle council general manager Ken Gouldthorp said returning officer Leanne Maunder was starting the formal process.
At this stage, only Labor councillor Nuatali Nelmes has signalled her intention to run.
The rumour mill suggests former Newcastle councillor Aaron Buman may stand.
"We are hoping to see a range of candidates nominate to be our next lord mayor," Mr Gouldthorp said.
"There is still much to be achieved before the next council elections in September 2016."
All Newcastle residents must vote on November 15.
Only those in the Newcastle and Charlestown electorates will be required to vote on October 25.
