For 6½ hours, Mr Watters and six other competitors primed and masked car hoods before finishing them with a smooth gloss.
His winning design was a car hood painted electric blue and embellished with a stylised silver lightning bolt.
The 21-year-old certified spray painter said the competition was a great experience: "Winning the competition means the world to me.
"It opens up so many opportunities, such as being a TAFE teacher."
Mr Watters and three others have qualified for the interview process to represent Australia next year at the International WorldSkills competition in Brazil.
It will be his last chance to showcase his skills at the international competition, as next year he will be too old to compete.
