NEWCASTLE and Charlestown electorate residents who didn't vote in Saturday's byelections face a collective $1 million worth of fines. Almost 20,000 people - 11,500 in the Newcastle electorate and 8400 in Charlestown - failed to vote.

That equates to about one in five votes - enough to have challenged the winners of each seat.
A NSW Electoral Commission spokesman said all voters were sent a brochure explaining when and where they needed to vote.
