Fines for non-voters in Newcastle and Charlestown byelections

NEWCASTLE and Charlestown electorate residents who didn't vote in Saturday's byelections face a collective $1 million worth of fines. Almost 20,000 people - 11,500 in the Newcastle electorate and 8400 in Charlestown - failed to vote.
