Mr McCloy has ripped into Christian Democrats leader Fred Nile and his parliamentary inquiry that looks into planning decisions and processes in Newcastle.
Earlier this month Mr Nile invited Mr McCloy to address a number of public submissions made to the inquiry, due to the "adverse nature of some of the comments".
Mr McCloy responded with a letter himself, stating that a number of the submissions were incorrect, make "defamatory conclusions and accusations" about his actions as lord mayor, and none proffer any evidence that demonstrated he acted improperly.
He said he did not act improperly, ask for any favours or do anything for self-benefit. Public life was now behind him and he had no interest in justifying his actions, he said.
