Speaking at the planning inquiry last week, Cr Doyle said Newcastle councillors were "systematically excluded" from having any input into consultation on the State Environmental Planning Policy Amendment (Newcastle City Centre) 2014, which allowed high-rise buildings to be built.
The state government's business arm UrbanGrowth NSW, along with developer GPT, plan to build three high-rise residential blocks in the CBD.
Cr Doyle said the council had been "breaching the purpose and charter of the Local Government Act for some time by its persistent violation of democratic procedures".
She said the Office of Local Government was investigating general manager Ken Gouldthorp's running of council meetings.
