No activity has been planned for the foreshore east of Queens Wharf.
Instead, New Year's Eve activities will start at 4pm and run until 9pm along the promenade on Honeysuckle Drive.
Live music will also start from 4pm and will continue through until the 9pm fireworks.
DJ Guy Tarento, Jordan Millar, James Bennett, La Mar, Fanny Lumsden and The Thrillseekers have been lined up to perform.
Newcastle council has opted for a family-friendly atmosphere this year with a focus on harbour activities, aerial demos and the light and fireworks show.
Newcastle Museum will be a hub of free children's activities from 5pm to 8.30pm, including the Permian Monster: Life before the dinosaurs exhibition, Ammonite Twister and animals from Blackbutt Reserve.
Police will close off Foreshore Drive until 9pm while full road closures and half road closures are also planned for Honeysuckle Drive.
Parking will be permitted in the Honeysuckle Precinct until the spaces are full, with the overflow to be directed to Wickham, the marina and CBD car parks.
