The Department of Fire and Emergency Services said a Triple-0 caller reported the embarrassing incident shortly after 2pm on Tuesday.
A spokeswoman from the department said a crew from Mandurah Fire Station were sent in to assist.
"Firefighters used hand tools to free the child and by 2.25pm the crew reported the child had been released," she said.
An image taken by a bystander has been "liked" by hundreds of people on Facebook.
It's understood the child was not injured, though we imagine she may have been left a little red-faced.
