"It's too ridiculous for words," Boolaroo Action Group spokesman Jim Sullivan said.
Despite its name, Bunnings Glendale is on the corner of Munibung Road at T C Frith Avenue, Boolaroo.
The intersection is being upgraded with a new roundabout built and plans to extend Munibung Road to ease traffic congestion.
A Lake Macquarie council statement said developer contributions must be paid when there is a direct link between development and demand for new infrastructure.
It said there was no infrastructure related to the Bunnings site and, as such, a levy could not be imposed.
