Councillors unanimously endorsed a new plan of management at last Tuesday's meeting.
It includes concept plans for Foreshore Park, Camp Shortland, Horseshoe Beach and extends all the way up to the old Lynch's Prawns site.
The council placed the plan of management on public exhibition in April and May, and received just seven submissions.
A public hearing held in April attracted three people.
In its report the council highlighted several long-standing issues, including a general lack of toilet facilities, bicycle facilities and drinking water.
The park furniture is also in poor condition and outdated, with little shade for summer.
The port authority has been asked to be consulted on all temporary and permanent structure and lighting changes, to ensure it can maintain safe sight lines for communication and navigation aids.
