Lake Macquarie Council has requested the NSW Minister for Planning and Infrastructure approve plans to rezone the western part of Tiral Street from residential to mixed use.
UnitingCare Ageing bought the former Charlestown TAFE site in 2010 with plans to build a senior housing complex.
These developments will be allowed under mixed use zoning.
The plans were exhibited last October, with submissions received from NSW Roads and Maritime Services and Hunter Water Corporation.
