A CARTOON billboard has mocked a battle between developers and residents over a $23 million development at Whitebridge.

The billboard, erected on the site of the proposed block of units, depicts co-developer Hilton Grugeon winning the "Fernleigh Track Race 7 Whitebridge Cup".
A Whitebridge Community Alliance member holding a "vocal minority" sign and Greens member Phillipa Parsons are also pictured.
In the background are protesters and two Lake Macquarie City Council officials, represented as bookies.
Mr Grugeon said SNL Building Constructions, the company handling the development application, erected the billboard because they were "sick of being pilloried".
However, Ms Parsons said the developers had simplified the issue.
She said more than 1000 people had signed a petition against the development, which is expected to go before the Joint Regional Planning Panel this month.
