Ms Burcham spent a decade in her previous role and will now take over the city's cultural reins.
The newly created position will look after the art gallery, the museum and the Civic Theatre, with each site no longer having individual managers.
It follows a controversial few months for the art gallery, with the sacking of gallery director Ron Ramsey, and the resignation of his deputy, Tristan Sharp.
The announcement came on the same day as news broke that the Margaret Olley Art Trust announced the cancellation of a planned $500,000 donation to the gallery.
