Workers shut off three blocks of Scott Street, from Newcomen to Pacific street, on Tuesday, leaving access lanes into apartment garages. They also shut another block of Hunter Street east of Darby Street.
Further west, contractors for Downer EDI poured the first strip of concrete on the former rail corridor between Worth Place and Steel Street.
It is unclear how long the work will take, but trams are due to start running early next year. The works include replacing a 1909 sewer line buried six metres down, which will extend the build period in some areas.
Parking will be removed permanently along the 1.7km of light rail from Worth Place to Telford Street.
