The push comes with Labor leader Bill Shorten also facing pressure from the powerful construction and mining union to support the government's National Energy Guarantee.

The prime minister got his signature energy policy through the coalition party room on Tuesday, despite opposition from a small group of MPs.

But the guarantee is now likely to need Labor's support to pass parliament if a number of coalition MPs choose to vote against it.

Tony Abbott, George Christensen and Andrew Hastie have reserved their right to cross the floor.

Others publicly raising issues include Craig Kelly, Tony Pasin, Eric Abetz, Barry O'Sullivan, Kevin Andrews and Andrew Gee, while Barnaby Joyce has signalled specific amendments he wants to see.

With a tight majority in the lower house, questions are being raised about whether the laws setting a 26 per cent emissions target can make it through parliament.

Mr Turnbull can limit the damage if he comes up with a way to make sure prices are kept lower, and it's understood he is negotiating with coalition backbenchers on how to do it.

At the same time the prime minister is seeking to woo the opposition.

"Labor, if it's fair dinkum about families, should back it," Mr Turnbull told parliament on Wednesday.

Trade Minister Steve Ciobo said Mr Shorten was trying to perform "mission impossible" keeping the Greens onside while also dealing with the CFMMEU.

The union's national president Tony Maher says Labor is better off not having a war with the government on the issue.

Mr Shorten said he will carefully consider the government's proposals but he wants to know what the coalition backbenchers have been offered.

He said the key for Labor would be whether the policy reduces prices and emissions and creates more jobs in renewable energy.

The draft laws to put in place the mechanism for the NEG were released on Wednesday for public feedback after a phone hook-up between state and territory energy ministers.

However, the release of the laws has not gone down well among some coalition MPs.

"The legislation has already been drafted. This is no way to treat your colleagues if you are serious about engaging in a dialogue with them," Mr Abbott told 2GB.

The ACT, Victoria and Queensland governments have so far refused to give their support for the energy plan due to concerns about the low emissions reduction target.

The draft laws exclude Western Australia and the Northern Territory from the scheme, including the emissions reduction target, rather than just the reliability requirement as had been previously thought.
