Police are leading the recovery operation after a Bell UH1 helicopter dropped off the radar near Anna Bay, north of Newcastle, on Friday.
Strong winds have hampered their efforts but police divers will be on stand-by on Thursday in the hope they can help the search.
The aircraft belonged to Brisbane Helicopters owner David Kerr who was the pilot at the time it disappeared.
Queenslanders Jamie Ogden and Grant Kuhnemann and NSW couple Jocelyn Villanueva and Gregory Miller were also on board.
Authorities say they have a rough idea where the chopper entered the water and are focusing their recovery efforts there.
