Council's arts, culture and tourism manager Jacquie Hemsley said the gallery received about 30,000 visitors per year and hosted a range of exhibitions, events and activities.
"With Awaba House currently closed due to fire damage, there is opportunity for the art gallery to incorporate a temporary cafe in the newly refurbished facility," Ms Hemsley said.
"This cafe will be an integral part of the visitor experience to the gallery. Its location within the facility offers diners views of Lake Macquarie and access to an outdoor timber deck terrace."
Ms Hemsley said it was an exciting business opportunity for an established cafe, catering or functions operator.
"We are looking for a creative business that will partner with us to inspire, inform and connect the community to art, but can also work with the gallery to create a rewarding and memorable visitor experience," she said.
The facility has capacity for about 50 diners.
It will be open during gallery business hours, as well as for hired after-hours events.
The gallery would provide all dining furniture, utilities and other generous incentives for the right operator, Ms Hemsley said.
Being a climate-controlled art gallery, there are some conditions on what can be prepared on site and preference will be given to operators that are flexible and pre-prepare rather than cook onsite.
The information package and application form is available on council's website at better.lakemac.com.au/For-business/Tenders-and-expressions-of-interest.
Submissions close at 4pm on Friday, November 1. Successful operators will be expected to start by November 22 for the reopening of the gallery.
