Organiser Jordan Thulborn has been keeping an eye on the changing regulations and believes a traditional-styled beer hall with about 800 revellers will be allowed by October 14.
"We are going ahead with Oktoberfest in some shape or form," he said. "We have 10 different plans in place to cater to what's happening in three months time."
A socially distant German beer hall with table service is Mr Thulborn's current plan and he is scouting locations.
If all goes ahead, the Warrnambool event could be the only Oktoberfest celebration in the state with many organisers forced to pull the pin.
